Here is what has been proposed:

Current Educational/Academic Policy-Making Roles

University Senate Makes Final Univ. Level Decision (except new/closed degrees goes to Board)

College Faculty Body Makes Final College Level Policy Decisions (w/in Senate framework)

Dept. Faculty Body Makes Final Dept. Level Policy Decisions (w/in College/Senate)

Proposed Educational/Academic Policy-Making Roles Under Board CR1

“1. Reaffirm that faculty members assume responsibility for determining good educational practices and, therefore, should have a substantive role in the development and review of academic policies.

Notice that:

-it refers to individual faculty “members” (not faculty “bodies”)

-faculty members will determine “educational practices” not “educational policies”

(putting together, it means faculty bodies determining educational policy about programs is switched to instead be individual faculty members doing teaching practice of their individual courses)

-faculty members have “substantive role” in “development” of “academic policies

(putting together, it means faculty bodies determining academic policies about programs is switched to be “substantive role” (not “deciding role”) in the “development” (not “approval”) of academic policies for programs.

At the Board Executive Committee meeting, Dr. Ballard’s brief comments indicated he seemed to believe that deciding authority at the Senate level was to be moved more down to deciding at local college/dept level.   But that is not what the Board resolution does … it removes all deciding authority from all faculty body levels … dept., college, Senate.  Instead, it will vest deciding authority at all levels to unelected administrators who are not the lifters in program content creation.

It is urgent that everyone take action to ensure that their college faculty senators, college faculty councils, and faculty trustee(s) understand that the changes will have a major negative impact on all faculty and their programs of student education.
